MMS isn't let me send pic...why is that?

Turn off WiFi. That's an issue I had, was told to turn off WiFi and send with data connection. Give it a shot works for me.

With the HTC Vivid, it automatically turns the Mobile Data on even while the WiFi is on; at which point, the mobile data is only being used to send/receive a picture. So that's not an issue.

You probably don't have picture messaging on your contract. Even so - calling AT&T would be the way to go. What is their number, *611 or *411?

I don't even use "*", I just type "611" and it calls AT&T.

where is the apn setting located? can you give me the step to do this?

I don't know the values nor do I remember where it's located other than Settings>Wireless Settings. Find somewhere where it will tell you. But that's also a good point: you have a data plan with AT&T, right?
