The longest exposure time is 30 seconds.
I believe the dual cameras are more for sharpening and true HDR effects.
The Mate 9 also has an optical 2X zoom with hardware stabilization which functions very well.

I've no experience with a Lumia 950.
Those Lumia cameras are hard to beat however.
Actually the 2x zoom is not an optical zoom. It's a crop from the 20MP sensor, colored from the 12MP sensor

In addition to the 30 second fixed time for long exposures, you can also play with the light painting feature, which is better than any solution on any other phone I have played around with. This one here was left for nearly 7 hours. It had to be plugged in of course, and unfortunately the screen stays on, and there is no way to have it stop after a certain amount of time so you have to watch that it doesn't get overexposed with the sunrise, but the results are amazing.
