AT&T critical software update question

I recently updated my HTC Inspire with a software update offered by my provider: AT&T. No problems with the download or update processes, however, my phone used to respond with a spoken repsonse to Voice Dailiing. It no longer does. I called AT&T, the representative told me that this particular update for my particular phone no longer included a vocal prompt to let me know that Voice Dial was ready to accept my spoken commands, etc. Does anyone know why the programmers would have removed that from the software? Also does anyone know where I could contact them to let them know how I feel about it?
