Is there a widget that, when clicked, opens whichever app the user specified without anything else popping up? If so, what's it called? If not, is there any other way of doing this?

I am not exactly sure of what you mean or what you are trying to accomplish. Are you trying to keep your home screens clear of clutter? You can put several apps into folders on 4.1.
 
The widget that comes with an app should open only that app. Not sure I am understanding the problem. Do you mean you want a quick launch bar that you can add specific apps to that will only launch that app? You get 5 by default in the current JB. Other launchers will allow more.
 
I think he wants to hide a "Naughty" app:-P

If you have Nova, you can designate a swipe action that opens said app.
