android "jelly bean"

Android 'Jelly Bean' is simply Google's codename for android versions 4.1, 4.2 and 4.3.
 
Is it going to be small and sleek like the I-phone 4s or is it going to be a bigger phone like the galaxy s4

As far as your question goes, the 'size' of Android is highly dependent on the phone's screen size the OS is currently running on. (Standard screen sizes for most phones these days fall within the 4.3 - 5.0 range. Any larger and it's considered a phablet)
 
Android is the operating system that runs on all android phones (just like how iOS runs on all iphones) Google codenames each major update alphabetically with desserts (you can do a quick wikipedia search to see how it started). Therefore, jelly bean (the latest OS) is android version 4.2.x. When google jumps to version 5.0 itll be code named with a dessert starting with a "K" and the current rumor is Key Lime Pie. We will find out in 2-3 months. Hope this helps.
