I have a tablet with v 4.2.2 and would like to upgrade to 4.4.2. I need to know what file I need and where to get it to be able to sideload it .

It is a TAGITAL 7" Q8H Tablet running on an A23.

These off-brand devices get minimal or no support from the manufacturer, and are much less likely to have an active user community (which is necessary in order to find a rooting process, as well as to develop custom ROMs). So you're probably stuck with whatever version it's on. If you want a device that stays more up-to-date, look for one from a more well-established manufacturer.

Welcome to Android Central! It depends on what brand/model tablet you have, and if a 4.4.2 ROM is available. You'd probably have to root the tablet as well, so there'd have to be a successful root process described on the web somewhere.

It is a TAGITAL Q8H with an A23 processor and 7" screen. But I cannot find TAGITAL on the web. So now what?

Are you talking about the more popular brands being expensive? Sure, but you get more/better support and a higher likelihood that it'll get a major OS revision if one comes out within the first year after the device shipped. The "off-brand" makers count on people wanting a cheap device, they kick the device out the door then basically forget they ever made it when it comes to releasing a new version of the OS. If they dedicated resources to developing and certifying an update, the cost will go up.

What's your price range? You can find decent 7" or 8" tablets from Asus, Acer, HP, Samsung, LG, Lenovo, or Toshiba for as little as $100 (some of them refurbished, some of them brand new). All of those manufacturers will be more reliable than an off-brand, and will have better support as well. Remember, you get what you pay for. If you expect to get quality from a $50 tablet, I'm afraid you won't find it.
