Windows 7 not rotating photos to correct EXIF orientation since Jan. 2014

My past three LG phones, through the G2, have worked well with transferring photos to Windows 7, until abruptly in Jan. 2014, after an OS update of the phone. After that time Windows could no longer recognize the EXIF metadata and would not orient photographs to their proper rotation.

IF I post the photos to Facebook, or use another program like XnView, the metadata is read properly.

I've experienced this in two different LG G2 phones since January 2014.

So, is this a bug in Windows 7 photo viewer, or a bug in LG, or a bug in Android?
