How to backup/restore LG G2 to/from PC

Consumer Cellular ported my samsung lg g2 from a verizon account. They
said there might be apps I wouldn't be able to use with Consumer
Cellular, but they did not anticipate major problems. Turns out, even
basic operations--for example texting--will not work.

They are telling me that I need to backup the entire phone, do a
master reset, then restore from the backup. I've looked at doing the
backup and restore with google but I'm not interested in using google
drive.

Two questions:

1.Is it plausible that a reset will actually fix such basic problems
as not being able to text?

2.How can I backup and restore to/from a PC without using google
drive? I've connected the LG to the PC and it shows numerous folders
(see attachment...hmmm sorry,I don't know how to attach a screenshot)
But I don't know how or whether I will be able to restore them to the LG after doing the reset.

Probably not. If you can make phone calls you should be able to send text.
