AT&T Users-What is "Limit Mobile Data Usage "?

In the Usage app from-AT&T. What exactly does it limit and what are effects? Any apps seem to suffer in this mode?

It allows you to set a limit for mobile data use, when you reached that predetermined level this setting disables mobile data so no more will be used. Keeps you from going over your mobile data limits.

While in settings, data manager, hit the three dot overflow menu button - it's there in the overflow

Yeah- that's it . "Restrict Background Data"

Any sense of whether there's a downside to this? Apps that use Background Data to function?

Background data will continue to function but only over wifi. This setting shuts off background mobile data (data over cellular). So in a way it helps to manage your cellular data use when you have no wifi connection but at the same time any app that requires data will not get it unless you are actively using the app, no background data.
