I'm using no programs and still using 70 percent of my ram. Is that normal?

Android is Linux which uses available ram as much as possible and releases it when other things need to happen. It's nothing to worry about.

Not sure, what is the S4 RAM usage like, given how much stuff is on that phone it may be even higher. Don't forget Android does a pretty good job of managing RAM for us.

Android caches ram in the jvm, disk, and apps that are running. Quite a bit of caching going on. It knows what is doing and will release it when necessary. Really nothing to worry about. Earlier versions weren't quite as smart about releasing and reallocating memory but its been good for some time mostly because of Dalvik jvm optimizations. You can't really compare two devices unless you know exactly what is happening on those devices.
