V10 partially fell in water

Everything seems to work except the screen is muddled out. Data works, I can place and receive phone calls..

Is it a paper weight now? and no I don't have insurance.

I've had phones for years and never needed it until now

You should have IMMEDIATELY pulled the battery, sim and SD Card, left it apart, and put it in a ZipLoc bag of uncooked rice for a day or more, randomly turning it every couple hours.

If you live in a hot climate, put all the pieces in your car, put a hand towel over it all, close up the car and let it sit in the sun for a day.

"If" there was any hope of restoring it, this is the (my) way to get all the water and moisture out of it. Then put it all back together and hope for the best.

By putting power to it when wet/moist or damp, you may short/corrupt/burn parts that have water/moisture on them.
