this is the second time I've had this happen. The first time I did a hard reset. This time it's not letting me do that. Hopefully AT&T will just replace the device this time.

There was an issue quite recently where people with various devices were receiving that error message. Uninstalling Google updates seemed to resolve that issue; however, Google has had an update since then which seems to have taken care of it. Is Google up to date on your device?

Yes, Google is up to date. Unfortunately I can't try the solution of uninstalling the update.

I couldn't uninstall it because I couldn't go anywhere with the UI stopped. I finally got it reset to the factory setting. Now I can uninstall the Google update.
