I'm not new to buying apps (spent about $50) but on my last two purchases (WiFi File Explorer Pro, Root Explorer) I was charged the purchase price and then .01 and .04. Any idea why Google Checkout is doing this?

I noticed that a while ago. I think its some kind of scheme like on Office Space where you take a couple cents from each transaction and make millions.

It could be exchange rate difference. Contact google and see what they say. With such low amounts, it very well might be exchange rate differences for certain apps that are no in USD.
