authroizing purchase loop

I purchased an app I previously returned. The payment went through in my CC. However when. I try to download it gets stuck in an authorizing purchase loop and never goes through.

I saw a fix that works for some people but I dont have wifi to try it. Is there another fix?

I tried reboot. And force stop and clear data on the market.
