I get what he's saying. When photo stream works, it works like a backup solution. Ie when he turns his PC on, iCloud copies his photos to his PC. (This is actually the problem I'm currently having. Photo stream is available on all my devices, but it's not copying to my PC.)

Aside from my issue not being resolved ("will be fixed in next iCloud Control Panel release"), Apple's support was great for me. The guy really went out of his way to get me an answer.
