The Nexus 4 was released AFTER the Nexus 7 and 10. They started a new naming structure at that point - they wouldn't deliberately high-jack the naming structure a month after creating a new one. The 4 fits with a ~4 in device, as does the 5, as does the 7, as does the 10, as does the new HP...

That notch was just there for FCC purposes. Production one looks normal - doesn't have the weird black notch.
