Mine works fine if screen is on or if screen is off and face up. Not sure if it is supposed to work screen down - doesn't from what I can tell.

LOL, if I don't want to speak to Bixby, I don't want to speak to Google either. I guess I should have specifed that in my original post, too. Maybe it will help someone else who does use the verbal commands, though.

Looks like I don't have that update yet. Mine says latest version installed, but home is version 2.0.02.1 and voice is version 1.0.09.6. I can get to the screen shown above, but I do not have that option.

Ordered phone Wednesday. Arrived at my house Thursday. Took hours this morning to get it activated, both with a call to Best Buy and AT&T chat session, but I am finally up and going and fully activated.
