Dont think that did anything. Also is it normal if the game doesn't greet your google play account when you open it up because it greets me when I open other apps up l. Still doesn't give me the achievements though.

I force stopped Google Play games. However when I went to a game and completed an achievement it did not register in Google Play games. It still shows up as 0 and I don't gain exp

Yes. It is in all games and yes I am logged onto the right Google account. Google play games used to work fine on the tablet but when I connected it to the phone I couldn't get achievements anymore (I am the same person btw)

If I complete an achievement in a game it won't show up in google play games. It will show as 0/75 or something. It won't even give me the exp and I go to google for answers and it always says "uncheck Google play games and then check it again" but I don't know how to do that or where to do...
