Try getting a screenshot of the popups and a bit more information. There are several apps people have reported as basically adware like Peelsmart Universal Smart TV Remote Control. You can also sear the forums there a lists of the most common offenders.

Check and see if Peel remote is installed. If so, uninstall (resets it to factory), force stop, and disable it under app settings. Then goto Google play store and disable/turn off auto updates for it.
