I've noticed on my S4 if I have an incoming call on call waiting I cannot answer it. The screen doesn't freeze, it appears to be all functional actually. It just doesn't switch to the other line. I can reject the call just fine but I cannot answer it. This is an S4 from Tmobile in the US.
