I had the same issue on a Samsung Tab Active2. While inside the Samsung Notes app, or an individual note/memo, tap on the options button at the top right (the "3 dots"), and select "Rich formatting" (or editing?). That restored that bar with more options (checkbox, bold, italics, underline, etc.)
