    Noticed if you install ROM without Gapps, let it load, then reboot back into recovery and install Gapps, reboot. You should have full english.

One thing, when installing rom+gapps, language may change and not be full english, but if you install rom, reboot and let load, then install gapps, everything is fine. How difficult would it be...
