Its been 5 days since the ATT update and so far not 1 notification for my s7edge or my wife's s7 other than the initial notification upon restart which is normal. Looking like it's completely fixed.

That does not fix it, I'm sure nearly everyone here tried that first thing, if it was that simple this thread wouldn't exist lol. Ty though for the input.
