So... i finally found issue for my problem.
I tryed before EVERYTHING - check uncheck boot reboot and a lot of other things etc. NOTHING helped.

So if u boot ur phone into safe mode(there is instructions how to do it) and u able to change sets-permissions for ur apps = so that means...
