I discovered that when I set an app's theme to follow the system/device theme, it uses the dark theme. Is Android somehow stuck on the theme that was applied during Safe Mode?

That's the first place I looked.

I couldn't find System UI Tuner even after enabling Developer Options. Now I'm worried about how many other things Safe Mode broke for me.
