In my case I had this problem when the option "LTE Only" was selected under "Settings" -> "Wireless & networks" -> "Cellular networks" -> "Preferred network type". I changed it to "GSM/WCDMA/LTE" and was immediately able to make phone calls. This is on Android 7.1.2 / LineageOS 14.1.
