Are you referring to the voicemail options? If so, then yes, you would have to pay for the premium voicemail feature if you want to use the Verizon Wireless voicemail system. Have you looked at YouMail or Google Voice for your voicemail options?

Most applications like Email, Messaging, Facebook etc can have an individual notification tone assigned in that specific application. You will need to check the individual contact details for your options on setting a contact ringtone or notification tone.

I got the same update late yesterday. I looked on Verizon Wireless and Motorola and I can't find anything as to what this update was for. I figured it was for the Stagefright fix, but I don't have confirmation of that.
