I have the same problem with my Galaxy S9. Doesn't matter if I'm connected via Wifi or just via my cell phone carrier (Telia). There are no notifications whatsoever for hours and then all of a sudden the phone goes crazy and spits out 10 - 20 notifications at once that have been delayed for hours.
