Certainly. If you don't have a data plan, you can just use it as a wifi-only device.

The only reason you would have to flash back to stock and UNroot the device would be if you're sending it in for warranty repair. If you're keeping the phone and just want to reactivate at some point, you should be able to leave that ROM on and leave the phone rooted no problems.
