Update: I believe is more of a software related issue, cause since i wrote this, just after a couple of days, the screen went back working as it should. No more touch issues at all, but wait... it randomly happens again for some time and then it goes back to normal. Haven't found this issue...

I have the same exact problem with my Pixel 3. A whole inch stripe above the middle of the screen isn't registering my touches. I already tested it with the developers tools and it shows how it isn't working at all. Changing the display size doesn't fix this for me.
