Does the rotating arm holding the Tablet lock into place? I recently bought a mount and the tablet freely rotated with no provision to lock the preferred angle.

All of a sudden I can't turn on my 3G data. When I go to Settings - Wireless & networks, the Mobile Networks link is grayed out/disabled. I know I have plenty of data left this month. Any help is greatly appreciated.
