The Note 10 doesn't offer the option since it is limited to 1080. The Note 10+ does offer this option.

I think that you are expecting the selection area to grow/shrink along with the picture underneath when you are resizing that picture? That is not the normal photo editor behavior. When you edit an image in gallery, if you zoom in on a picture the selection size does not track the outside of...

If it is done the same way as a phone trade in, they will email you a return label. You print that out and use it on the box of the trade in.

Have you tried booting your phone in safe mode just prior to the restart? If it restarts normally while in safe mode, a 3rd party app which you have installed is preventing it from rebooting.
