I am going through the same thing on my Pixel 2. And I bet you are connecting to a wireless network with a mesh topology. That seems to be theme so far. I've also noticed it's on 835 chipsets. They didn't do their homework while they building their intrusive/persistent wireless scanning...

I tried a factory reset with the same results, within an hour, Play Services took over as a battery drain. I did choose to restore apps. However, its the same apps that are on my 2016 Pixel XL, and that phone never had an issue with battery drain. So I reset it again and will load the apps...

Battery life has been abysmal. Google Play Services keeps eating away at a 15-20% usage. Reboots only work for about an hour, and it goes right back. Google really needs to make battery usage transparent. If an app keeps using Google Play Services, I want to know about it and not play whack...
