Got the fix. The reason was that the Google Contacts Sync was disabled somehow. Fix- go to the settings>apps . In the options , select to show system apps. Then check for 'Google Contacts Sync', and enable it. After doing this, go to settings>accounts and uncheck and check the 'auto-sync...

I am also facing the same issue. If I am creating a new user profile in the same phone, then I am getting the contacts option. But it's not coming for the owner profile. Tried removing and adding the Google account. Still not working. Somebody please help.
