For me, I just unistall the apps and then reinstall those same apps. After I reinstalled the app(s) it seems to move to the SD card fine. I don't know why (maybe residuals of app and permissions to replace those residuals?) , but it works for me.

What do you mean by the phrase "turn it over"? Using Samsung Smart Switch (not the Android app, but rather the PC or Mac software) should allow you to reinstall/ update through your computer without needing to touch your tablet. Maybe worth giving that a try.
