I have a similar problem. At Bat app is making notification sounds after updating to Android 9 on Pixel. According to settings in the app, sound is off. It isn't.

My problem is that apps are playing sounds even though in settings sound is off for that app. I don't want to turn off all notification sounds because I want a sound when a text comes in
