And safe mode does not fix issue.

Now hearing aid compatibility setting is gone. I don't want to factory reset but looks that way. This is a software issue and is getting to be a pain in the butt.

I fixed it by checking on past forums. There is a hearing aid setting in accessibility that needs to be turned off. Mine was set off but checked and then unchecked and call volume was lowered. However, this morning it has arbitrarily decided to revert back to the loud setting again. Not sure...
