Definitely haven't seen that on mine. It stays on 4G LTE wherever there's a strong enough signal for it. Does yours stay on 3G until you reboot again, even as you move around to different parts of town? How strong is the signal in your primary location?

Which model of S7 Edge and which carrier's 700 MHZ frequency band are you concerned about? (Different versions of phones support different LTE bands, and carriers use different bands in the 700 MHZ range, so that's not a straight forward question to answer.) Here's a link showing the FCC...
