So after no answer, I decided to just give it a shot and see what happens. As it turns out, I can in fact use my USB connection to run 2 different apps tethered.

yes you can tether airdroid via usb. you can also tether it via your wifi, which is pretty easy. airdroid will fit all your needs, i love the program and highly recommend it.
