I've found that if I lose 4G and my EVO drops down to 3G, it doesn't seem to reconnect to 4G unless I do a restart. Has anyone else had this and, if so, is there a fix?

Well, I finally got some real answers (I hope). I had the same problems at work as I have all week, but not at home. I called Sprint again, gave my work address, and was informed that there is, in fact, a service outage that they started repairing, and it should be completed before noon tomorrow...
