Had the same ...setting up app... thing that kept coming up. This afternoon I was in a place with no Wifi or cell signal and the same box gave an error message and a phone number. I googled the phone number and it was Verizon's, so I think the software that keeps doing this is BackupAssistant+...

just need to clear default settings on play store (the Google one) then download the update and choose install rather than verify and install. should not get parsing error.

Thanks! I had turned off "Sync to Google Photos" but not "Sync to Picasa Web Albums", and since one of my googleapps accounts didn't have a Picasa set associated with it, I guess it just kept trying and trying to upload with no success. Turning that off seems to have fixed the problem. Thanks...
