My Photon is doing the exact same thing. I called Motorola. The guy had me try it again, do a soft reset, do a hard reset (remove battery and hold power button for 10 seconds), same thing. He resent the update to my phone, same thing. Guy says I need to do a master reset (and lose everything)...
