I don't believe that is an option for any stock OS (at least AOSP), you might find it in a custom ROM like CyanogenMod and such. I just looked on my Nexus 7 and couldn't find it as an option, unless this feature was just added in Kit Kat.

I complete forgot about that option. What's weird is my Wi-Fi Hotspot from my Galaxy S3 is already checked and I never did that setting. I guess the device might be able to tell if it is a mobile hotspot already. Not sure what this policy applies to which apps and in what way though.

It definitely makes things a littler easier. I can now type with one finger (using flow and floating keyboard). Sometimes I use a stylus and the floating keyboard makes things so much easier.
