Why are my apps stuck in queue?

I cleared the cache from my system and apps and force stopped the google play store and it's service but still nothing.

Why are my apps stuck in queue?

Every app I try to install and update says it's downloading, but on my notification bar it says whatever I'm installing/updating is queued. I tried clearing the cache and data in the Google Play Store then reboot my phone. Is there anything else I could do?
