I found my answer on another forum, and it's NO, not possible, at least not with the Blu Vivo XL.

I have a third-party phone app (Fongo) operating on a data-only plan. I have no need for the system phone, contacts, or message apps. Is there a way to disable any of these or other system apps? Not rooted.
