I recently had this problem with a new HTC phone purchased from Hong Kong. It was regularly popping chinese ads on my home screen when I unlocked it and was connected to wifi. I ran Malwarebytes and it found the DCShare app was infected with malware (from the factory???!...) I couldn't delete...
