When you go into your APp Manager, at first you won't see the "disabled" option. You'll only see as far as "All"...so scroll over to where "All" is highlighted and you are looking at all the apps, then you can swipe over to the right one more from there and should get the "Disabled"...

I didn't get this until I disabled Hangouts, because I never used it and I've heard it is an app that gets hacked quite often so I disabled it, cleared data/cache, and just force stop. Still get the message...I'm wondering if another app that is open or running is trying to open it or needs it...
