This issue has been happening to me as well. On my second Note 3 from T-Mobile in 4 days trying to resolve. I found something that made S-Voice start working on my Note 3 and Gear again.... at least for now. On your Note goto settings-->Controls--->Language and Input Change "Voice Recognizer"...
