    It's one of the three "main" items in Samsung Health - see the "Goals" at the top of your main SH page, alongside Activity and Food dials. I don't think you can turn it off so I ahve no idea why it isn't coming up for you.

    Tried rebooting the watch? I do find my watch occasionally gets a bit out of sync. Most notably, it forgets I've put it in DND mode. Once, the screen just froze up. So about once every two weeks or so I find it needs to reboot, to get everything back on an even keel.

    What's the icon? Most likely, it's 50 minutes since you last walked anywhere, the buzz goes with a "time to move" message and the "shoe" icon appears top right until you do. Only other ucon I've seen top right is the "not in touch with paired phone" icon.
