Well after being online with Samsung tech support. They could not successfully solve the problem. I downloaded the package disabler and disabled the Phone system app and the problem is solved. Thanks for all the ideas and help.

Mustang, thank you for all your help. I really think theses apps shouldn't have come preinstalled on Wi-Fi only systems.

The disable is greyed out, so I am unable to toggle it off.

I found the Call & text app uber the Show System settings. I was able to force stop it, but it still pops up. The option to disable is greyed out. It is still popping up when watching videos. I also looked under notifications when it popped up and there was nothing showing as far as an app that...

It takes me into the settings, to set up the call and text. There is a toggle there to turn it on or off. Regardless of if it is toggled on or off, the same window pops up every few minutes. I tried to pair it with my phone, thinninyg that may solve things, but my phone is not compatible with it.

Toast source isn't showing anything when it pops up.

This is the model SM-T860. It is not on any carrier. Wi-Fi only.

Recently got aTab S6. Like it for the most part. Every few minutes the phone feature pops up wanting me to set up call and text features. I don't want to do this. How do I disable this, so I'm not interrupted every few minutes?
